Thanks to this site I have found a TSB, #13-3-9, regarding a water issue I'm having with my 2011 Flex. My dealer, suggests it may only apply to American vehicles. They claim there is no bulletin attached to my VIN. Does anyone know if this is correct information?

Logic would seem to indicate that what applies to one car in the USA will apply to one in CA.

They are made in the same plant with some minor changes to Canadian spec cars.

That particular TSB ought to apply to all Flex as the roof and drains are constructed in the same way for both countries.

I suspect your Dealer doesn't think he'll get paid by Ford CA for repairing a US TSB.

Why there is no CA TSB is a mystery to me.

It is my understanding that TSB's are usually issued for specific build dates like say between Jan 2, 2015 to March 31, 2015, if you car's build date was outside that date range then that TSB wouldn't apply to it.

True, but TSB 13-3-9 is for the 2011-2013 Flex and the OP has a 2011. Unfortunately the TSB doesn't give build dates.

In addition, an ESP Warranty may not cover the repair, so might not show a TSB on OASIS when the VIN is checked at a Dealer.

This TSB is shown for my 2011 on OASIS though, but mine is still under the 1-year BtB CPO Warranty.

ISSUE:

Some 2011-2013 Flex vehicles may exhibit a water leak from the roof opening panel area. This may be more pronounced when parked with the front of the vehicle elevated.

I don't know why it wasn't attached to my VIN. I do know that the TSB describes what is happening with my truck. I'm getting no satisfaction because I'm into my ESP now. I don't want to pay for 3.3 hours labour on a TSB they claim doesn't apply...
