Moaning from steering wheel during slow turning

My wife and I bought a used 2009 Ford Flex SEL AWD, about 6 months ago, recently we have been noticing a noise.  In the morning (cool damp mornings)...when we pull out of our parking spot. The car makes a very quick loud moaning sound coming from the steering wheel.

 

Other forums said spray a quick shot of wd-40 on the boot on the firewall. I was wondering if anyone has had this issue or has heard of it before I just start spraying stuff when it may be something serious.
